Key Responsibilities

  • Principal Duties & Responsibilities• Reviews and enhances the monitoring and evaluation (M&E) strategy, policy,framework, Theory of Change, and develops M&E plans to align to the Bank'sstrategy.• Develops concept notes on the proposed studies and draws workplans to aidimplementation.• Oversees the development of the data collection tools for ex-ante and expoststudies as well as other evaluation studies as guided by the Director forEconomic Research and Knowledge Management.• In conjunction with the statistics and data management unit, ensures thatthe right CAPI tools are programmed to aid the collection of good qualitydata.• In conjunction with the data analyst, ensures that GPS coordinates arecaptured from all the projects supported by the Bank.• Tracks, monitors and reports on the performance of all the interventions,products, and innovations implemented by the Bank.• Identifies publicly available datasets that can aid in Development Impactreporting.• Supports the Investment Directorate to encourage and incentivize client DIreporting.• Provides technical support to Business development function to utilize datacollection templates, processes and to adequately monitor and report onresults.• Reviews the development impact (DI) reports for project appraisals andensures that they are a true reflection of the presented loan applicationprojects.• Prepares lessons learnt report on successful loans resulting in positivedevelopment outcomes.• Compiles development outcome reports to fulfil stakeholder accountabilityrequirements.• Develops reporting plans and trackers for the externally financed lines ofcredit.• Prepares required reports to ensure that requirements of externally financedLines of Credit/Grants are met.• Ensures client data is routinely entered in the M&E database and monitorsdatabases for completeness and accuracy.• Undertakes monitoring & evaluation of ongoing projects as well as those thathave been closed, as guided by the supervisor.• Routinely monitors the application and effectiveness of the MIS system andliaises with MIS to provide feedback as to whether the MIS tools areadequate for Bank's M&E requirements.• Prepares thought leadership products such as policy briefs, Op-eds, andfactsheets.• Conducts the capacity needs assessment of the M&E department anddevelops capacity enhancement plans and strategy, through the supervisor,to management.• Identifies emerging lessons learned and facilitates analysis, compilation andcascading of lessons learned into various processes (including loan appraisal).

Education & Requirements

Education: • Master's degree in M&E or related fields is a MUST. • Post graduate qualification in a related field will be an added advantage. • Bachelor's degree in Economics, Statistics or Quantitative Economics from a reputable education
